AI Institutional Strategy Index
Mapping how universities strategically prepare for the age of artificial intelligence.
The AI Institutional Strategy Index (AISI) is an exploratory framework designed to examine how universities approach artificial intelligence at an institutional level — beyond individual research initiatives or technology adoption.
Will artificial intelligence remain primarily a research discipline within universities, or evolve into a core institutional capability?
How might AI reshape research ecosystems, knowledge production, and academic collaboration?
What changes in governance and leadership decision-making may emerge as AI systems become embedded across universities?
Will AI capability become a differentiating factor among universities globally?
If AI reshapes knowledge production and professional work, how must universities rethink their institutional mission?
Universities around the world are rapidly introducing AI programs, research labs, and digital initiatives. Yet many institutions lack a coordinated strategy for integrating AI across teaching, research, and operations.
This challenge was recently explored in a published piece in The Hindu, highlighting why many institutions remain stuck in fragmented AI adoption.
AISI provides a structured lens to help institutions understand and strengthen their strategic readiness for the AI era.
The AISI framework evaluates institutional readiness across five strategic dimensions:
Vision & Leadership Alignment
Curriculum & Competitive Positioning
Talent & Cross-Disciplinary Capability
Operational Acceleration
Ecosystem Advantage
These dimensions together capture how strategically an institution is positioned to leverage AI for long-term academic and societal impact.
AISI identifies three levels of institutional AI maturity:
Experimental
AI initiatives are isolated and tool-focused.
Operational
AI is applied within specific academic or administrative functions.
Strategic
AI is integrated across leadership, curriculum, research, and institutional systems.
The AISI initiative aims to support universities and academic leaders in understanding how artificial intelligence is reshaping higher education.
Activities may include:
Institutional assessments
Strategic insights and reports
Discussions with university leaders and researchers
Exploration of emerging institutional models in the AI era
As artificial intelligence becomes increasingly central to research, education, and administrative systems, universities face strategic questions that extend far beyond technology implementation. AISI seeks to stimulate dialogue around how institutions may position themselves in relation to AI as a long-term strategic capability.
AISI was initiated by Ravi Janardhan, an entrepreneur with extensive experience in IT consulting, digital transformation, and marketing. A B.Tech graduate from Andhra University, he is the founder of AI Frontier Forum and author of The Great AI Debate. His work focuses on helping institutions build strategic AI maturity for long-term competitive advantage.

Universities around the world are rapidly integrating artificial intelligence into research, teaching, and operational systems. Yet discussions about AI within higher education often remain fragmented — focused on individual tools, programs, or isolated initiatives.
In the Indian context, this is especially relevant as institutions align with NEP 2020 and prepare for NAAC accreditation cycles, where strategic AI integration is increasingly evaluated under Criterion 1 and Criterion 2.
Few frameworks currently exist that encourage universities to examine artificial intelligence from the perspective of institutional strategy and long-term positioning.
AISI seeks to explore this emerging dimension and to encourage deeper reflection on how artificial intelligence may influence the future structure, priorities, and strategic direction of universities.
AISI is in the process of constituting a Founding Advisory Panel composed of academic leaders, researchers, and practitioners with expertise in artificial intelligence and higher education.
The panel will provide intellectual guidance and contribute perspectives on the evolving relationship between artificial intelligence and universities as institutions.
Further information about the advisory panel will be announced as the group is constituted.
AISI welcomes dialogue with universities, academic leaders, and researchers interested in exploring the strategic implications of artificial intelligence for higher education.
